Jennifer McGrail is a trailblazer in building Oklahoma's innovation economy. As executive director of the Oklahoma Center for the Advancement of Science and Technology (OCAST) she leads efforts to drive innovation across all 77 counties. Her diverse professional background spans economic development, entrepreneurship, and technology, positioning her as a key figure in Oklahoma’s transformation into a hub for innovation.
Under Jennifer’s leadership, OCAST has expanded its offerings through ARPA-funded initiatives and launched impactful programs designed to increase access to capital, accelerate research and development, and create jobs. By bridging the gap between industry and innovation, OCAST has bolstered Oklahoma’s ability to compete nationally and globally in emerging technologies.
Jennifer’s vision has been instrumental in reinventing Oklahoma’s innovation ecosystem, prioritizing collaboration, strategic investments, and access to capital. Her work includes launching the Oklahoma Venture Capital Investment Program, driving resources for small businesses, and leading initiatives. Jennifer has been instrumental in executing Oklahoma's Science and Innovation Strategic Plan, driving stakeholder collaboration, and ensuring alignment with state and national priorities.
With a BA from The University of Tulsa and an MBA from Cameron University, Jennifer combines strategic insight with a commitment to creating pathways for entrepreneurs. Previously, she directed AXIS powered by Francis Tuttle, securing over $10 million in funding for emerging companies. Her efforts have solidified Oklahoma’s reputation as a thriving environment for innovation and entrepreneurship.
